Specific Duties:
S4 Inc. is seeking a Senior Computer Programmer: client/server platform; Oracle DB backend; experienced with design/code/unit testing/system testing; Masters Degree in a related discipline
- Experience leading technical projects
- At least 10 years technical experience
- Extensive development experience with PeopleSoft Human Capital Management systems using PeopleTools
- Technical experience developing systems with Oracle DBMS
- Familiarity with Global Force Management, manpower and personnel systems (such as Electronic Joint Manpower and Personnel System, etc)
- Detailed knowledge of DoD organization and authorization data
- Experience directing and conducting program technical reviews with senior Government clients
FTE 1 (TS): Develop and maintain Organizational and Force Structure Construct (OFSC) Policies for GFM, staff OFSC as a DoD Manual, manage the GFM DI Configuration Control Board (CCB), maintain GFM Extensible Markup Language Schema Definition (XSD) Logical Data Dictionary, register artifacts in DoD repositories, maintain Force Management Identifier (FMID) Documents, provide support to GFM Data Management Processes , develop a GFM DI Strategic Roadmap, develop GFM DI Next Steps Capabilities Development Document (CDD), develop GFM DI Next Steps Policy, analyze and assess GFM DI Next Steps Prototypes, monitor and inform Service and Defense Manpower Data Center (DMDC) GFM DI Next Steps Prototypes, support J8 IT Transformation efforts, support File Management and collaboration activities (using wiki pages and eRooms), and provide net-Centric Enterprise Services (NCES) support.
FTE 2 (TS/SCI): Provide Joint Worldwide Intelligence Communications System (JWICS) Support with at least one support person cleared for JWICS access; provide OUSD(I) Technical Interchange Meeting Support.
FTE 3 (TS): Provide at least one person with comprehensive knowledge of intelligence community operations and activities in order to provide advice to the Government on Intelligence Community matters. Closely monitor the IC Org Server implementation, to include providing technical advice on cross domain solutions.
FTE 4 (TS): Implement the results of the GFM DI Vulnerability Study. This includes drafting classification guide, drafting policy to change business processes, and preparing briefings through the JROC that codifies how GFM DI will implement vulnerability findings. Provide support for the implementation of a Cross Domain Solution (CDS) for GFM XML data. This includes both the Enterprise Wide Identifier (EwID) Seed Server, and moving GFM XSD data from NIPR to SIPR environments. Draft necessary documents, attend meetings, draft meeting minutes and provide recommendations to the Government. Draft and advise the Government on policy to control access to GFM DI data through Attributes Based Access Control (ABAC). Support the Government's efforts in conducting testing of the Component GFM DI Org Servers. Support shall include attending meetings with Joint Interoperability Test Center (JITC), DISA, and Joint Staff J-6, drafting minutes for Government approval, drafting an Information Support Plan and coordinating Org Server Testing with JITC and Joint Staff J-6. Support Joint Org Server GFM DI data publishing through a messaging service. This includes modifying or updating GFM artifacts (e.g., policy, security, messaging, and OUID consumption) through the GFM DI CCB or other appropriate GFM working groups. Participate in and monitor activities that are related to GFM and Force Structure (e.g., C2 Data Pilot, Adaptive Planning Integration Team (APIT), Defense Readiness Reporting System (DRRS), and Force Management (FM) Functional Capabilities Board (FCB)).
Bachelors degree * 3 yrs of task related experience * Position requires a current TS/SSBI Clearance Preferred Qualifications: Candidates with these desired skills will be given preferential consideration: * Task related experience including support to DoD * Experience serving on the Joint Staff or other staff particularly in the JS J8
MULTIPLE POSITIONS. TS/SCI Security Clearance Required.
Education:
Bachelor’s degree Computer Science, Information Systems, Engineering, Business, or other scientific or technical discipline directly related to the labor category + five (5) years experience of which at least three (3) years must be specialized. OR AA degree in Computer Science, Information Systems, Engineering, Business, or other scientific or technical discipline directly related to the labor category + seven (7) years experience of which at least six (6) years must be specialized. OR Relevant military training or one and one-half (1½) years of relevant military experience + an additional seven (7) years experience of which at least six (6) years must be specialized. OR Training certificate(s) from an accredited training program + seven (7) years experience of which at least six (6) years must be specialized. OR Ten (10) years experience of which at least nine (9) years must be specialized.
Certifications:
Must have a favorably adjudicated SSBI resulting in TOP SECRET clearance eligibility, meet DoD 8570.1M standards which includes a minimum of Security + certification.
